IMMEDIATE.

Following from Secretary of State: -

Mr. Wellington oo raised following matter today.

S. S. "Sontay" sailed from Zeebrugge on August 8th with a

cargo of 775 cases of munitions for China. Ship has now arrived

at Hongrong and agents have informed Chinese Legation at

Brussels who ordered the munitions that they cannot obtain

permission from the Hongkong authorities to unload "as

requisite formalities have not been fulfilled".

Mr. Wellington Foo said that this material was urgently

required by the Chinese Government and he would be most

grateful if instructions could be sent to authoriries at

Hongkong to allow it to be unloaded. He pointed out also that

demurrage on the ship was very heavy.

Please ask Colonial Office to mare urgent enquiries and

if possible give necessary permission for unloading.
